Eastern Delaware County’s state representative Margaret Ann Ruhl’s seat in the Ohio House will be vacated at the end of 2016 due to term limits. Genoa Township Trustee Rick Carfagna announced last week that he intends to formally toss his hat into the ring seeking the 68th District House seat.
The press release noted that during a campaign kickoff event scheduled for yesterday morning at Carfagna’s Kitchen on Polaris Parkway, Carfagna would formally announce his intention to seek the Republican nomination in the March 15, 2016, primary election.
A graduate of St. Francis DeSales High School, Carfagna went on to earn a B.A. in Political Science from John Carroll University. Following graduation he was accepted into the Ohio Legislative Service Commission’s Fellowship Program and later served as a legislative aide in the Ohio House of Representatives where he staffed the House Public Utilities Committee.
Since 2002, Carfagna has worked for Time Warner Cable as Government Relations Manager. In addition to overseeing legislative and regulatory issues at the local, state and federal levels, he serves as the company’s primary liaison to over 400 municipalities and townships throughout Central and Southeast Ohio, and also provides support to over 400 additional local governments in Northwest Ohio.
In 2009, Carfagna was elected to the Genoa Township Board of Trustees by an overwhelming margin in a crowded field. He later ran unopposed for re-election in 2013, and has served as the Genoa Township Board of Trustees Chairman in 2011 and 2014.
In January 2011, the Delaware County Local Government Association, a consortium of the county’s 28 local governments, elected Carfagna to serve as the organization’s first President.
He sits on the Government Affairs Committee formed under the Delaware County Chambers of Commerce (Delaware Area, Greater Powell Area and Sunbury/Big Walnut Area Chambers), and he represents his company before 26 additional Chambers of Commerce throughout Central and Southeast Ohio.
Carfagna also remains politically active as a longtime elected member of the Delaware County Republican Party’s Central Committee, and has assisted with numerous political campaigns over the years.

Ohio’s 68th House District covers the eastern half of Delaware County and all of Knox County.
